Why can't I add a comment? The system tells me "Error: Hourly limit exceeded"

There's a one-week period where new accounts can't do pretty much anything, this is from danbooru and I'm not sure how hard it would be to disable.

Oh I see. Sorry if I sounded a bit rough. Anyways back to business. Do we have to upload cosplay or can we upload any women picture (Asians of course) that looks good. For example
